Some 80 years after its founding, the UN can pride itself on having played some role in the world avoiding a third and probably nuclear war, but little else. The tensions between the leading powers, all wielding their paralyzing vetoes over the Security Council, make the UN now practically inoperative. Is a new Global Alliance emerging, encompassing not all but many nations, with the US as the clear leader? If so, how are those in the Russian Chinese camp responding to this?
